Requirements

  • Must have an existing FHA loan (you cannot use FHA Streamline to refinance a conventional or VA loan)
  • Must have made at least six payments on the existing FHA loan
  • Must be current on payments (no 30-day lates in the last three months, no more than one 30-day late in the last 12 months)
  • Must produce a "net tangible benefit" — typically a lower rate and payment

What FHA Streamline does not do

  • Cannot be used for cash-out (max $500 back at closing)
  • Cannot remove FHA MIP — if you want to drop MIP entirely, refinance to conventional once you have 20%+ equity
  • Cannot add or remove a borrower without a full refi

Costs

  • Upfront MIP of 1.75% (reduced to 0.01% for pre-June-2009 FHA loans)
  • Annual MIP applies to the new loan
  • Lender closing costs — often can be rolled into the loan or offset with a lender credit

No income verification is required for FHA Streamline in most cases. Employment is verified verbally and payment history on the existing FHA loan is reviewed.

Does MIP still apply on a new FHA Streamline loan?

Yes. FHA MIP (mortgage insurance premium) — both the upfront MIP of 1.75% and annual MIP — still applies. If your existing FHA loan was originated before June 1, 2009, you may qualify for a reduced upfront MIP of 0.01%.

What is 'net tangible benefit'?

FHA requires the new streamline loan to produce a real benefit — typically a lower combined rate + MIP, a lower payment, or a move from ARM to fixed. Loans that don't produce a measurable benefit are ineligible.
